It's really pretty simple. Set your camera to a low shutter speed and twist the camera as you take the shot, and you get an image like this one; spun and twisted. It's that simple :) and if you want to change the colors, just use a photo editing program. Good luck and make some good artwork :)

The motion in the shot is really great and the colors complement it well.
