"Silenced" is a film that changed the country. The 2011 Korean movie "Silenced" is a movie based on a real case of child sexual abuse. "Silenced" is adapted from the novel by the Korean writer Kong Ji Young. The novel is based on a real incident that occurred in Gwangju Renhe Special Education School for the Deaf and Mute in South Korea in 2005. It tells the story of the school’s art teacher discovering that the school’s principal and teacher sexually abused disabled children at school. After the book was released, the novel was immediately on the 2009 book best-seller list and attracted much attention.

The revised Social Welfare Law stipulates that those who violate the "Special Sexual Violence Law" and the "Child and Adolescent Sexual Protection Law" must not engage in related businesses for ten years. It also stipulates that management personnel should stop performing their duties, strengthen the guidance and supervision of the state and self-regulated organizations, and improve the public welfare and transparency of social welfare management institutions.
